David Richard

Deputy Secretary for Medical Assistance, North Carolina Department of Health and Human Services

David Richard is deputy secretary for medical assistance for the North Carolina Department of Health and Human Services, where he leads the state’s $14 billion Medicaid and NC Health Choice programs. Previously, Mr. Richard was deputy secretary for DHHS Behavioral Health and Developmental Disability Services and the State Operated Healthcare Facilities divisions. He joined DHHS in 2013 as director of the Division of Mental Health, Intellectual and Developmental Disabilities and Substance Abuse Services. Before working with the state, Mr. Richard led The Arc of North Carolina, an advocacy and service organization for people with intellectual and developmental disabilities.
