The National Implementation Research Network (NIRN) proposes to support HPNC through a capacity-building approach that involves five major goals: 1) define and operationalize the roles, functions, and core activities of the HPNC Program Officer; 2) assist the HPNC Program Officers in refining their way of work as they engage with counties through coaching, rapid cycle problem solving and usability testing processes, and synthesizing relevant literature; 3) develop and document improved processes and ways of work based on the results from Goal 1 and Goal 2 for application with the second cohort of counties; 4) build the capacity of Program Officers to effectively use evidence-informed and active implementation frameworks as they assist counties; and 5) engage in ground level evaluation of the early phases of the HPNC project by capturing work to date in a systematic manner.
